Diversifying Beyond Oil: Opportunities in Saudi’s Non-Oil Sectors

For decades, Saudi Arabia’s economy has heavily relied on its abundant oil and gas reserves, which have significantly contributed to the nation’s GDP. However, shifting global dynamics and a move towards sustainable energy sources have prompted the Saudi government to diversify its economy and reduce its dependence on oil. This led to the creation of Vision 2030, an ambitious plan to transform the country’s economic landscape by developing non-oil sectors.   Vision 2030: Reducing Oil Dependence Launched in 2016 by Crown Prince Mohammed bin Salman, Vision 2030 aims to create a more diverse and sustainable economy. The plan outlines key objectives, including increasing the private sector’s contribution, developing infrastructure, promoting tourism, enhancing education, and reducing oil dependence. This diversification is crucial for mitigating the risks associated with a volatile oil market, ensuring long-term economic stability and growth.   Tourism One of the key sectors identified for diversification is tourism. Saudi Arabia boasts a rich cultural heritage, diverse landscapes, and religious destinations that can attract global tourists. The country’s coastline along the Red Sea offers opportunities for beach vacations and water-based activities. Despite these assets, Saudi Arabia has not fully tapped into its tourism potential. However, with government efforts to promote and develop this sector, there is significant room for growth.   Ecotourism Saudi Arabia’s vast deserts, stunning mountains, and diverse wildlife make it ideal for ecotourism. National parks like Asir National Park and Al-Ahsa Oasis offer opportunities for nature lovers. With a growing trend towards sustainable travel, Saudi Arabia can develop ecotourism as a niche market. Government initiatives such as the “Green Saudi” and “Green Middle East” projects aim to plant 10 billion trees, enhancing the environment for ecotourism.   Cultural Tourism Saudi Arabia’s rich cultural heritage offers endless opportunities for cultural tourism. The country has six UNESCO World Heritage Sites, including Historic Jeddah and Al-Hijr archaeological sites. The government is investing in preserving and promoting these sites. Since opening its doors to tourists in 2019, Saudi Arabia has seen increased demand for high-quality accommodations and modern facilities.   Religious Tourism Saudi Arabia is home to Mecca and Medina, two of the holiest sites in Islam. Millions of Muslims visit these religious destinations annually, making religious tourism a vital sector. The government is investing in infrastructure around these sites, such as expanding airports and developing high-speed rail networks. These efforts aim to accommodate more pilgrims and enhance their experience.   Medical Tourism Medical tourism is an emerging sector in Saudi Arabia, attracting patients from around the world for specialized medical treatments. The country’s advanced healthcare infrastructure and highly skilled medical professionals make it a desirable destination for medical tourists. The government has invested heavily in developing state-of-the-art hospitals and healthcare facilities, simplifying visa procedures for patients and their families.   Renewable Energy Saudi Arabia’s geographic location makes it ideal for solar and wind energy production. Vision 2030 aims to transition towards a sustainable energy future by developing utility-scale solar and wind farms. The government encourages clean tech investors and promotes rooftop solar systems. This approach aids the shift away from oil, stimulates employment, drives technological innovation, and paves the way for a greener future.   Healthcare The Saudi government is investing heavily in healthcare infrastructure, aiming to provide high-quality healthcare services domestically. This includes developing world-class hospitals, medical education institutions, and research centers. Digital health technologies like telemedicine and artificial intelligence in diagnostics are also being promoted. These efforts contribute to economic and employment growth, positioning Saudi Arabia at the forefront of healthcare innovation.   Education To diversify beyond oil, Saudi Arabia is investing in education reform. Technical and vocational training programs are being emphasized, preparing young Saudis for non-oil sector careers. The government is fostering partnerships with international universities to enhance education and research. These initiatives aim to equip students with skills relevant to non-oil industries, reducing dependency on the oil sector for employment.   Entertainment Saudi Arabia is expanding its entertainment sector, allowing public cinemas, concerts, and entertainment parks. This move creates economic opportunities and fosters a culture of creativity and innovation. The potential for local film and media production is significant, with opportunities for regional and international recognition. Digital platforms also offer opportunities for online content and e-commerce, creating a diverse and sustainable non-oil sector.   Advanced Manufacturing Advanced manufacturing presents a significant opportunity for diversification. Saudi Arabia’s abundant reserves of raw materials, strategic location, and access to markets provide competitive advantages. By focusing on advanced manufacturing, Saudi Arabia can create regional export hubs, high-wage jobs, and skilled labor. Research and development collaborations and supportive policies are crucial for nurturing this sector. Decisive Zone Supports Saudi’s Non-Oil Sectors Saudi Arabia’s vision of diversifying beyond oil is a bold step towards building a sustainable and resilient economy. The government has implemented initiatives and reforms to support non-oil sectors. Decisive Zone offers customized business setup services to help individuals and companies establish themselves in these sectors. With the right support, non-oil businesses in Saudi Arabia can thrive and contribute to a sustainable economic future.   By capitalizing on its strengths, investing in research and development, fostering collaborations, and implementing supportive policies and infrastructure, Saudi Arabia can successfully diversify beyond oil and unlock the full potential of its economy.

UAE: After Oman, will other GCC countries introduce personal income tax?

Since the bill is nearing the end of its legislative approvals, it is likely to be introduced in 2025 Oman is expected to roll out personal income tax, making it the first country in the GCC to do so, some time next year. This comes after the kingdom’s Shura Council advanced the draft law to the State Council. Since the bill is nearing the end of its legislative approvals, it is likely to be introduced in 2025. The initial bill was drafted back in 2020. Analysts expect other Gulf Cooperation Council (GCC) countries to also introduce the personal income tax, however, not in the near future. Oman could be used as a template to launch the tax in other GCC countries. As reported by Khaleej Times last year, Haji Al Khouri, undersecretary of the UAE’s Ministry of Finance, said that the UAE has no plan to introduce personal income tax. Global financial institutions have been encouraging the UAE and other GCC countries to introduce new taxes in order to expand their revenues, away from the petrodollars. The UAE recently introduced a 9% tax on corporate incomes to boost its revenues. Most expatriates and nationals in Oman, will not be impacted by this new tax regime. Quoting reports, Emirates NBD Research said that foreign nationals will be liable to PIT of 5% to 9% on income from Oman over $100,000. For Omani citizens, the threshold will be orders of magnitude higher at net global income over $1 million, which would be taxed at 5%. Source: Khaleej Times
